Rogério Fernandes Ferreira

Rogério Fernandes Ferreira is the founder (2012) and managing partner of RFF Lawyers. Previously, he was tax practice area coordinator (2004-2012) and equity partner at PLMJ. He is also former Secretary of State for Tax Affairs of the XIV Portuguese Government (2001-2002). He is the President of AFP, the Portuguese branch of the International Fiscal Association (IFA) and Latin American Institute of Tax Law (ILADT). Since 2011, Rogério Fernandes Ferreira has served as a tax arbitrator at the Arbitration Centre for Administrative and Fiscal Affairs. Early in his career, he participated in committees, such as the Tax Offences Committee (1991- 1992) and the Legislation Committee in the Portuguese Bar Association (1995). Additionally, he played a significant role in several Committees and working groups in the Ministry of Finance, serving as the Coordinator of the working group on procedures, processes, and the relationship between Tax Administration and the taxpayer.
Recently, he has been invited by the Government of Portugal (Ministry of Finance) to chair the tax reform on litigation matters.
Rogério lectures International Taxation in the Tax advanced program of at the Universidade Católica Portuguesa (PAFISC) and Tax Litigation at the Economic, Financial, and Taxation Law Institute (IDEFF) of the law faculty at the University of Lisbon.

João Félix Pinto Nogueira

João Félix Pinto Nogueira, PhD in Tax Law, is Professor at the Portuguese Catholic University (“Universidade Católica Portuguesa”). He is Deputy Academic Chairman at IBFD and team manager of IBFD Academic. He is honorary associate professor at the University of Cape Town, South Africa and regular visiting lecturer at several universities. He is Deputy Editor-in-Chief of the World Tax Journal, of the Global Tax Treaty Commentaries, of the Doctoral Series and of the International Tax Studies. He is a member of the list of independent persons of standing of the European Commission and, as such, authorised to serve as arbitrator for the purposes of the EU tax dispute resolution directive. He was a lawyer at one of Portugal’s most reputed tax law firms.

His areas of expertise are international and European tax law, fields in which he has published a dissertation and several articles and book chapters. Dr Nogueira has more than twenty years of experience in teaching at both the graduate and post-graduate levels and is currently overseeing several master’s courses on EU and international tax law, taught in different languages.

He is a member of the EATLP, IFA, IFA Portugal (Associação Fiscal Portuguesa) and IBDT. He is the Vice-President of the AFP / IFA Portugal. He is a member of the Permanent Scientific Committee of IFA Central. He is a member (and the scientific secretary) of the ECJ Task Force of the Confédération Fiscale Européenne. He is also a member of the Executive Board of the ILADT (Directorio). He is one of members of the LOC (Local Organizing Committee) in charge of organizing the 2025 Annual Congress of the International Fiscal Association, which will be held in Lisbon. He is a member of the editorial board and council of several periodicals on international taxation and frequently acts as an external peer reviewer.

Carlos Loureiro

Carlos Loureiro was a partner in Deloitte Portugal, being the managing partner responsible for the Tax Division in Portugal and Angola between 1995 and 2019, when he was elected Chairman of the Firm. Carlos Loureiro joined Arthur Andersen in 1981, becoming worldwide partner in 1991. He graduated in Business Administration from the Lisbon Catholic University in 1981. In 1987 he qualified as a Portuguese Chartered Accountant(“ROC”) In the scope of his responsibilities as Chartered Accountant (ROC), he has been a member of the Fiscal Boards of several relevant Portuguese companies of various sectors of activity. His professional experience was centered in the areas of planning of tax strategies and structuring of economic groups and on the supervision of projects regarding financial and fiscal grants and incentives, with particular emphasis in the international area. Carlos is member of the Board of the Portuguese Fiscal Association (AFP), the branch in Portugal of the International Fiscal Association (IFA), among other functions in social responsibility entities. He was Technical Advisor to the Board of “Fédération des Experts Comptables Européens” (FEE) and member of the respective working groups on direct and indirect taxation. Carlos has been a lecturer in some of the most prestigious Portuguese Universities, the author of several tax articles published in various media and tax magazines and has been a presenter in seminars held in Portugal and abroad.
